Laguna has fairly consistent surf even though it is quite exposed thanks to a reef break.
Winter is the best time to surf here.
Best Wind Direction: East Northeast
Swell: Groundswells are more frequent than Windswells. Best direction is from the West Northwest.
Crowds: When tides are high look out for crowds.

I would say an 8ft longboard would be the best for you. On a longboard you can really plain on the water and surf anything. Even the smallest waves you'll be able to catch with ease. You can get the smallest longboard (about 8 ft) because you are small. I would not get a shortboard. You have to be really good or you'll only be able to actually catch big waves.
